  • Japan is a high developed economic country with extreme shortage of resources, the energy sources are in high demand, 99 · 8% of them to be imported from abroad which leads to the high dependance of ocean transporting bases and storage bases. Due to the policy of "refining on the consuming centre" 90% of petro-chemical works of whole country are located along the pacific coast which is in high density of population and industry enterprises. The construction of dock is very important because of raw material import and product export. The paper introduces the loading and unloading devices in the storage and transportation system, safety measures, environment protection, and three waste treating as a reference to dock constructor.
