SE-DEA based performance evaluation on the safety management of indoor gas facilities

Abstract
At present, there is no complete evaluation index system and evaluation method that is available for the effectiveness and efficiency evaluation of safety management of indoor gas facilities. In order to solve this problem, a performance evaluation index system for the safety management of indoor gas facilities was established after the input and implementation result of each link of indoor gas facility safety management were considered comprehensively, including data management, indoor security check, risk evaluation, rectification and urgent repair. Then, a performance evaluation method based on super-efficiency data envelopment analysis (SE-DEA) was developed by using the advantage of DEA to solve the multiple-input and output problem. And its input and output indexes were determined according to the principle of "input-output", and the qualitative indexes were quantified by means of Delphi method. Finally, this performance evaluation method was applied to evaluate the management performance of six gas companies in Sichuan whose sizes and security check modes are different. It is shown that the evaluation index system and evaluation method proposed in this paper can reflect the actual safety management level of indoor gas facilities accurately. It provides the effective guidance for deficiency identification and the targeted suggestions for further improvement.
