Advanced standards for the fire dike construction of storage tank in North America and Russia

Abstract
In China, the fire explosion accidents of storage tank in recent years reveal some design defects in volume, height and strength of fire dike. Through deep studies on standards for fire dike construction in North America and Russia, it is found that these standards are advanced in following aspects: (1) soil fire dike is adopted and fire dikes for pipeline crossing sections are provided with sealing and anti-seepage measures; (2) the strength of fire dike is determined based on impact load induced by oil leakage; (3) the requirements on effective volume and height of fire dike and safe distance between fire dike and storage tank are superior to those in China; (4) rainwater and production waste water within fire dike are discharged separately; (5) drainage passage, intermediate fire dike (intermediate dike) and secondary fire dike are configured, and storage tanks are protected individually; and (6) certain principles are maintained for emergency liquid storage pool. In the end, improvements are proposed for China's standards based on the advanced U.S. and Russia standards.
