Prevention of loss in the secondary distribution of products oil

Abstract
Currently, the secondary distribution of products oil in China suffers a huge amount of loss. In this paper, the current situation of such sector and the causes for abnormal loss under the old management model (i.e. the mass custody transfer metering model for tanker) are analyzed, and the method to prevent loss by the ground tank with the volume custody transfer metering model at gas station is developed. Some specific aspects are discussed, such as prerequisites for applying this method, selection of ground tank calibration approach, design of loading/unloading process at gas station, potential issues and preventive measures. In this way, relevant regulations are improved to minimize the impacts of human factors and reduce the management gaps. As a result, the loss in secondary distribution can be reduced from about 0.7% (uncontrolled) originally to 0.2% or a reasonable and controllable lower range. It's proved theoretically and practically that the ground tank volume custody transfer metering model at gas station is scientific and effective.
