Discussion on the carbon management framework in PetroChina's pipeline enterprises

  • Since the 12th 5-year plan, PetroChina's pipeline business has met a historical development opportunity, and an oil and gas supply network reaching foreign countries, covering the whole country and dispatched in central manner has taken shape preliminarily. At the same time, based on CNPC's development ideas and strategies, pipeline enterprises initiated the idea of establishing "green" pipeline and "safe, efficient and low carbon" operating pipeline network. In view of the low carbon challenges and chances facing PetroChina's pipeline enterprises, from aspects such as low carbon policy, criteria and energy conservation and emission reduction, the paper analyzes the necessity of establishing enterprises' carbon management framework, according to characteristics of oil/gas pipeline enterprises, the definition of "carbon management of PetroChina pipeline enterprises" is put forward, the carbon management framework of PetroChina pipeline enterprises has been set up preliminarily, which includes 5 steps, carbon accounting and audit of pipelines, evaluation of carbon emission level of pipelines and identification of high emission sources, solution to low carbon of pipelines, potential of emission reduction and carbon transaction, which has promoted the development of carbon management of PetroChina pipeline enterprises to some extent.
