The disadvantages of right-of-way of gas pipelines and its countermeasures

According to the problems found in the follow-up auditing for the 2nd West-to-East Gas Pipeline Project, this paper summarizes the concrete manifestation of right-of-way problem in practical projects, including lack of communication and coordination mechanisms between management departments of different rights, and excessive approval time for pipeline crossing built pipeline. There is no economic compensation standard with stronger arbitrariness and the follow-up right-of-way can not be guaranteed. The cause for these problems is that the commercial property of oil and gas pipelines is an internal cause, and unavailability of laws and regulations is the external cause, and inconsistent standards in different industries may cause hidden dangers for the problem. Therefore, the countermeasures against the problems are proposed in the following aspects, including improving the oil and gas legal system and speeding up the establishment of standards for crossing fee and compensation, setting up engineering management coordination mechanism and improving work procedures. For the relative pipeline management departments of pipeline, new management mechanism should be created and technical level should be further enhanced.
