Consideration on the construction of state strategic oil reserve facilities in China

  • To guarantee state energy safety and improve national strategic oil storage system, China has started construction of state strategic oil reserve bases. It is necessary to consider and discuss on its major issues, such as construction concealment, rapid oil inlet and outlet, large-scale oil storage facilities, economy and legality of its construction operation, etc.. To meet the requirements of concealment, we should strengthen research into engineering technology and site selection, and construct underground oil storage caverns with water curtains or sub-salt rock oil storages and other large-scale underground oil storage facilities. To solve rapid oil inlet and outlet, we should fully coordinate and utilize existing pipeline resources or the pipelines planned to be constructed, which shall provide a rapid way to the transfer of oil for strategic oil storage facilities. Large-scale storage tanks are definitely the development trend of oil storage facilities construction at abroad and home, and at present, the design and construction of 15×104 m3 storage tanks has matured, and the design and research work on 20×104 m3 storage tanks is ongoing. To solve economic and legislative problems, it is required that the state to carry out centralized management and control, and develop relevant laws and regulations.
