Survey on Location and Design Issues of Tankfarm from the Angle of Safety and Environmental Protection

Cases of major accidents happened in tankfarm in recent years are analyzed, characteristics of the accidents are summarized, including burstness, invasiveness and resulting consequences. It is pointed out that for the tankfarm locating in higher geographic position, near rivers, oversized in capacity and overstocked for tanks, hidden troubles exist in in-service oil tanks. It is considered that emergency fluid storage tanks should be constructed as a remedial measure. From the angle of safety and environmental protection, requirements for location and design of planned tankfarm are put forward.
