  • 摘要: 基于对油气管道失效模式、失效原因及失效后果的分析,提出了失效控制的思路和方法:建立油气管道失效信息数据库,确定油气管道的主要失效模式,分析研究各种主要失效模式发生的原因、机理和影响因素,进而研究并提出失效控制措施和方法。讨论了油气管道失效控制与完整性管理的关系,它们各具特色又相互联系,在保障油气管道安全方面具有同等重要的意义。在功能定位上,失效控制侧重于管道的设计与建设阶段,完整性管理则侧重于管道的运行过程,但目前正逐步向设计和建设阶段延伸。将失效控制和完整性管理有机地结合起来,有利于全方位保障油气管道的安全运行,最大限度地杜绝恶性事故的发生。

     

    Abstract: Based on the analysis of pipeline failure pattern, reason and consequence, the paper presents the philosophy and method of failure control, which is to establish the pipeline failure database, determine the main failure patterns, analyze and study the corresponding reason, mechanism and factors of them, further to investigate to provide the failure control measures and methods. Discussion on the relationship between pipeline failure control and integrity management is carried out. Results show that they bear their own features and connections between them. Both of them are very important in securing pipeline safety management. From the functional viewpoint, failure control emphasizes on design and construction stage, while integrity management more emphasizes on pipeline operation stage. However, the latter extends on design and construction stage as well. Merging these two concepts are good for all-around securing pipeline safety operation and preventing severe disasters.
