  • 摘要: 为了适应我国长输油气管道高速发展的需要,先后采取了“集中调度”和“建管分开”的管理模式,实现了“标准化、信息化、模块化”的管理理念。新形势下管道运行管理呈现出新的特点,管道运营企业不再负责管道建设和调控,而是专心运营管理,同时通过设立新建管道运行筹备机构,实现管道建设和管道运营的衔接。中国石油管道公司在管道运行管理方面推出了5项举措:运检分开,扁平化管理,成立运行筹备专门机构,以国际先进管理理念推进管理创新,加强员工的培训,有效地提高了管道的运行管理水平。

     

    Abstract: To meet the requirements of rapid development in domestic long-distance pipeline construction, China National Petroleum Corporation (CNPC) has successively adopted new management model, expressing as centralized dispatching and building-operation detaching, which realize the functions in management concept of standardization, informationization and modularization. Then under this new situation, some new management characters have risen up, that is, pipeline companies in charge of running the pipelines will no longer be responsible for pipeline-building and dispatching. At the same time, a proposed pipeline preparation institution will link up the pipeline building and running. PetroChina Pipeline Company, a professional company in pipeline running, adopts five measures in running management, which can be expressed as runningchecking detaching, flatting management, establishing new pipeline preparation institution, adopting advanced international management concept to improve management innovation, and strengthening employees training for sake of improving the level of management.
