贯彻管道运输技术政策提高管道运输综合能力

Carrying out the Technology Policy on Pipeline Transportation to Increase the Comprehensive Capability of the Pipeline Transportation Industry

  • 摘要: 对国家有关管道运输技术政策的贯彻和落实情况进行了综述, 从宏观上回顾了管道工业近年来在科技进步和提高管理水平等方面取得的成绩。综合分析表明, 与国外先进的管道技术相比, 我国管道工业综合能力的差距是很大的。根据我国管道工业发展的现状, 在建立管道工业管理体制、提高管理水平等十几个方面提出了建议, 以在建设天然气管道、发展成品油和煤浆管道、管道工程设计与施工、管道防腐、应用微机技术等领域全面提高我国管道工业的综合能力。

     

    Abstract: The state technology policy is a very important policy for one country to guide the technological progress, economical construction, and social development. At the early begining of the 1980s, China's petroleum enterprises began to carry out the technology policy on pipeline transportation issued by the state, and China's pipeline transportation industry obtained rapid development in technological progress and management in recent 20 years. However, it is considered that the comprehensive technology of the transportation industry still falls behind the developed countries in the world. Therefore, on the basis of status quo of the transportation industry, the author puts forward several suggestions in setting up the transportation industry's management system and enhancing the control level to speed up the development of China's pipeline transportation industry in constructing natural gas pipeline, expanding oil product/coal slurry pipeline, design and construction of pipelines, anti-corrosion, and applying CAD technology.
