Abstract: According to prediction of experts, an energy deficit for oil and natural gas by year 2000 will amount to 55% (converting into about 1×10⁸ t standard coal). The article points out that maintaining suitable oil stockpiling will be a method for raising industrial production efficiency, a measure for ensuring social stability, a means for economic regulation and a necessity for war. It emphasize that national oil stockpiling should be defined appropriately, distributed reasonably and fixed in form of law so as to be executed and supervised easily. In practice, tapping existing stockpiling potentiality, safety and consumption cutting down problems shall be taken into consideration. The article puts forward a number of concrete tentative ideas for executing oil stockpiling plan.
