Abstract: In the paper the social features, definition, contents of the total safety management, and difference with the traditional safety management are simplyfied. In view of the new situation to bring economic order and economic environment under control, on the guide of system engineering the theor is of socialogy, behavioral science, manmachine engineering, safety economics are introduced, the management methods as countermeasure tables, method of ABC analysis, hierarchy are used to provide the reason and way for policy decision. It is significant to strengthen safety idea, to implement the policy of "safety first, prevention first", and to enhance the personal qulities of management leaders.
