中洛输油管道集中管理基地的特点——兼对我国西部及沙漠地区油气管道集中管理机制的探讨

摘要: 文章以中洛输油管道为例，介绍了我国管道系统集中管理机制产生的过程。在该机制下的集中管理基地有生产管理集中、设备维修集中、通信管理集中、生活居住集中等特点，并指出了尚待解决的问题。同时，就我国西部及沙漠地区油气管道建设与管理机制问题进行了探讨并就集中管理基地的选择、职工定员、基地配套设施和维修等方面提出了讨论意见。

Abstract: The report is given on the establishment of the central management system : taking an example from Zhong Luo pipelineThe control management base includes operation centre, maintenance centre, communication centre and residence zone.In addition, pipeline construction regimentation and management system in China's desert areas are discussed. Mentions being made of the site selections, staff organizations, maintenance works and infrastructures.
