Abstract: The article makes a detailed analysis of the time efficiency in pipeline construction. Since the way to allot capital by state was replaced by the way to ask the bank for loan in capital construction investment, the economic efficiency as well as time efficiency have become particularly prominent in capital construction project. Here the outward pipelines in the oil (gas) fields are cited as an example to illustrate the importance of time efficiency.
