北京油气调控中心运营水平测评体系

Assessment system of operation level for PetroChina Oil & Gas Pipeline Control Center of Beijing

  • 摘要: 北京油气调控中心基于管道行业绩效考核现状和自身业务发展需要,建立了运营水平测评体系,分为5个指标体系:关键对比指标体系包括调控中心总体情况和操控水平两部分;全面衡量测评指标体系包括总体情况、通信系统、SCADA系统、技术管理、安全与应急管理、气体调度运行管理和液体调度运行管理7部分;管道对比指标体系包括通信系统、SCADA系统、技术管理和生产调度运行绩效4部分;调度人员对比指标体系包括基础认识、能源消耗和调控绩效3部分;复杂度包括管道系统固有特征和管道调控运行影响因素两部分,并引入“管道复杂因子”描述管道调控运行影响因素的复杂度。测评指标采用定量和定性指标相结合的机制,并使定量化指标更加精准,定性化指标更加先进。该测评体系不仅可以用于与竞争对手进行横向比较,量化自身在行业中的先进性,而且可以对自身情况进行纵向分析,量化发展的速度和成果。

     

    Abstract: PetroChina Oil & Gas Pipeline Control Center of Beijing established assessment system of operation level based on the demands of performance assessment status for pipeline industry and itself business development. The system covered five index systems as follows: (1) key contrast index system, consisted of two levels in the general status of Control Center and management level; (2) overall assessment index system, consisted of seven levels in the general status, communication system, SCADA system, technique management, security & emergency management, gas dispatching operation & management, and liquid dispatching operation & management; (3) pipeline contrast index system, consisted of four levels in communication system, SCADA system, technique management, and operation performance of production & dispatch; (4) dispatcher contrast index system, consisted of three levels in basic cognitive ability, energy consumed, and control performance and (5) the complexity, consisted of two levels in natural features of pipeline systems and influencing factors in pipeline control operation; the pipeline complexity factor was introduced to describe the complexity of influencing factors in pipeline control operation. The mechanism of assessment system in the quantitative index combined with the qualitative index as assessment index made the quantitative index more accurate and qualitative index more advanced. It is considered that this assessment system not only can be utilized in lateral comparison to the competitors and quantifying itself advancement in this industry, but also in longitudinal analysis to itself operation and quantifying the progress speed and achievement.
