储罐与工艺管道的完整性管理

  • 摘要: 针对储罐和工艺管道开展以风险评价为核心的完整性管理,是提高油气站场安全管理水平的必然趋势。基于干线管道完整性管理方法,提出了储罐和工艺管道完整性管理的基本方法。以API Publ 353标准中的定量风险评价方法为基础,阐述了储罐和工艺管道的风险计算基本模型,包括储罐和工艺管道泄漏场景的确定,腐蚀速率、泄漏频率和后果的计算等。在完整性评估和风险减缓措施方面,总结了储罐和工艺管道的检测和评价方法,明确了风险评价与缺陷检测的先后次序与相互关系,提出了风险减缓措施的分类和影响因素,以期为我国开展储罐和工艺管道的完整性管理提供必要的参考。

     

    Abstract: It is the inevitable trend for enhancing the oil & gas station safety management to develop the integrity management surrounding the risk assessment with regard to storage tank and process pipeline. Based on the trunk line integrity management regulations, the regulations for storage tank and process pipeline integrity management are presented. Using API PUBL 353 quantitative risk assessment regulation as the basis, the basic risk calculation model for the storage tank and process pipeline integrity management is illustrated, including the determination of the scenario, frequency and consequence of storage tank and process pipeline leakage, also including the calculation of leakage risk by obtaining the production of leakage frequency and consequence. In the aspect of integrity assessment and risk relief, the inspection and assessment methods of storage tank and process pipeline are summarized, and the sequence and the relationship of risk assessment and defect inspection are revealed. The paper presents the category and factors of risk relief, which will be the reference for developing the national storage tank and process pipeline integrity management.
