    目的 在“双碳”战略目标下,天然气多元化供应结构的形成、进口依存度的攀升为煤制天然气的发展带来新机遇,但资源终端市场竞争力不强、高碳排放等环保问题仍是面临的长期挑战。合理评估煤制天然气产业发展空间,制定科学的外输管道建设方法,有利于推动现代化油气基础设施体系的构建。
    方法 通过深入分析煤制天然气产业建设现状,明晰煤制天然气产业未来发展规律,综合研判行业发展机遇与市场挑战,提出一种基于资源不确定性分析的煤制天然气外输管道分阶段建设方案的优化方法。以落实资源为基础、国家及地区政策要求为上限,确定不同梯度的煤制天然气资源外输情景,分步采取扩大管径、增加压气站、建设复线的单一或组合方式,最终形成可兼顾不同资源情景需求的煤制天然气外输管道综合建设方案。
    结果 工程实例应用验证了优化方法的有效性,可为同类资源不确定性的外输管道建设提供一种新的设计思路,有效降低管道的一次性投资成本,从供应链视角出发对于优化天然气管网建设具有积极意义。
    结论 建议未来在公平开放的管网运营机制下,发挥资源供应生产商、管网建设运营商、分销商及最终用户的各方优势,形成煤制天然气供应链持续稳定的供需格局,保证资源上载型管道的使用效率,增强管网风险管控能力。

     

    Abstract:
    Objective Under the strategic goals of "carbon peaking and carbon neutrality", the diversification of natural gas supply and increasing degree of dependence on import present new opportunities for coal-based synthetic natural gas (SNG) development. However, challenges remain, including limited competitiveness in the resource terminal market and environmental issues such as high carbon emissions. A thorough evaluation of the coal-based SNG industry's development potential and the formulation of effective construction schemes for export pipelines will facilitate the advancement of a modern oil and gas infrastructure system.
    Methods An in-depth analysis of the current state of coalbased SNG industry construction clarified future development trends and comprehensively assessed industry opportunities and market challenges. Based on resource uncertainty analysis, an optimization method for the phased construction of coal-based SNG export pipelines was proposed. Guided by national and regional policy requirements, various export scenarios were identified based on resource implementation. Methods such as expanding pipeline diameter, increasing compressor stations, and constructing dual pipelines were adopted individually or in combination, leading to the development of a comprehensive construction scheme for coal-based SNG export pipelines that accommodated diverse resource scenarios.
    Results The effectiveness of the optimization method was validated through engineering examples, offering a novel design approach for export pipelines facing similar resource uncertainties. This method effectively reduces the one-time pipeline investment costs and significantly contributes to optimizing the natural gas pipeline network from a supply chain perspective.
    Conclusion It is recommended to leverage the strengths of resource supply producers, pipeline network operators, distributors, and end users within a fair and open pipeline network operation mechanism.This approach will establish a continuous and stable supply-demand pattern for the coal-based SNG supply chain, improve the efficiency of resource upload pipelines, and enhance the risk manage ment and control capabilities of the pipeline network.
