Design of a three-dimensional business framework for PipeChina smart pipeline network standard system

    目的 智慧管网标准体系是指导管网企业智慧化发展的重要技术文件和技术标准化管理的基础,但现有油气管网标准体系不能满足智慧化建设需求,迫切需要建立一套适用于智慧管网建设的标准体系框架。
    方法 基于油气管网的“智慧化特征”,分析其在可研与设计、施工验收、运行维护及废弃封存4个阶段的内涵与功能。选用国家管网集团标准系统架构作为智慧管网标准体系架构的基础,参考智慧电网的标准体系框架,提出了由对象、全生命周期、互操作3个维度构成的智慧管网标准体系业务框架模型。
    结果 对象维度包括线路、站场、储气库、LNG接收站;全生命周期维度包括可研与设计、施工与验收、运行维护、废弃封存;互操作维度包括应用层、交互层及感知层。基于智慧管网全生命周期各项业务的关键技术和标准化对象,并结合标准化要素在互操作层级中相互作用的二维映射关系,构建了智慧管网标准体系架构。以二维互操作维度的应用层为例,分析了在建立标准体系时需填充缺失和新建的标准。
    结论 研究成果可为智慧管网标准体系建设提供指导。

     

    Abstract:
    Objective A smart pipeline network standard system generally constitutes a foundation for developing important technical documents and establishing technical standardization management as guidance for the intelligent-based development of enterprises in the pipeline network sector. However, the current prevailing standard system for oil and gas pipeline networks falls short of meeting the requirements for the intellectualized construction. So it is urgent to develop a standard system framework that aligns with the construction of smart pipeline networks.
    Methods The present study concentrated on analyzing the connotation and functions of oil and gas pipeline networks from the perspective of their "intelligent features" across four stages: feasibility study and design, construction and acceptance, operation and maintenance, and abandonment and plugging. The PipeChina standard system architecture served as the foundation for developing the smart pipeline network standard system architecture. Drawing inspiration from the standard system framework of smart power grids, a business framework model was proposed for the smart pipeline network standard system, comprising three dimensions: object, full life cycle, and interoperability.
    Results Objects refered to routes, stations, gas storages, and LNG terminals; the full life cycle included the four stages mentioned above; and interoperability consisted of three levels: application, interaction, and perception. In this paper, a standard system architecture for smart pipeline networks was constructed, incorporating the key technologies and standardization objects relevant to various businesses throughout the full life cycle of smart pipeline networks, and considering the two-dimensional mapping relationships between standardization elements interacting at the interoperability levels. Furthermore, an analysis was conducted on the supplementation and development of new standards when establish a standard system, using the application level of two-dimensional interoperability as the study object.
    Conclusion The study results provide valuable guidance for the development of smart pipeline network standard systems.
