“全国一张网”油气储运设施应急预案体系建设

Development of an emergency response plan system for the "One Pipeline Network" of oil and gas storage and transportation facilities

    目的 油气储运设施在保障国家能源战略安全、服务人民生产生活需要等方面发挥着关键作用。随着国家能源需求的持续增长和“全国一张网”油气储运设施规模的不断扩大,推进油气储运设施“应急一张网”应急预案体系建设与优化,对于降低“全国一张网”油气储运设施潜在的事件、事故损失及维护资产完整性具有重要意义。
    方法 从不同维度将油气储运设施“全国一张网”划分为“物理一张网”与“智慧一张网”,进而梳理识别“物理一张网”与“智慧一张网”的风险事件及其后果,归纳总结“全国一张网”潜在风险事件,在此基础上,划分“全国一张网”油气储运设施应急响应级别,开展应急预案体系建设与优化。
    结果 将“全国一张网”油气储运设施潜在突发事件分为4类,即自然灾害突发事件、事故灾难突发事件、公共卫生突发事件、社会安全突发事件,进而将“全国一张网”油气储运设施应急响应划分为4个级别,构建“全国一张网”油气储运设施应急预案体系,并配套建立详尽的应急组织体系、应急信息报送程序、应急响应程序、应急善后处置程序。
    结论 新建应急预案明确了面向突发事件的应急组织结构,详细规划了自下而上的应急信息报送流程与应急响应流程,在“全国一张网”视角下,完善了“全国一张网”油气储运设施应急管理制度,可为推动实现应急数字化提供重要支撑。

     

    Abstract:
    Objective Oil and gas storage and transportation facilities are of paramount importance in safeguarding national energy strategic security and meeting the essential needs of people's livelihoods. With the increasing energy demands in China, the expansion of oil and gas storage and transportation facilities within the "One Pipeline Network" is accelerating. Therefore, it is essential to promote the construction and optimization of an emergency response plan system for these facilities within a "One Pipeline Network". This initiative holds significant value in reducing potential incidents, minimizing losses, and maintaining asset integrity.
    Methods To provide a comprehensive understanding of the "One Pipeline Network" of oil and gas storage and transportation facilities, the network was categorized into the "One Physical Network" and the "One Intelligent Network" to provide different perspectives. The subsequent analysis focused on identifying and classifying risk events along with their potential consequences within these two networks, resulting in a concise assessment of potential risk incidents across the entire "One Pipeline Network". Building upon this assessment, the study further classified emergency response into various levels for oil and gas storage and transportation facilities within the "One Pipeline Network". Additionally, the study explored various details associated with the development and optimization of an emergency response plan system for these facilities.
    Results This study classified potential emergencies of oil and gas storage and transportation facilities within the "One Pipeline Network" into four categories, namely natural disaster emergencies, accidental disaster emergencies, public health emergencies, and social security emergencies. Subsequently, the corresponding emergency response was divided into 4 levels. Based on this classification, an emergency response plan system was proposed for these facilities, specifically incorporating a detailed emergency organization system, emergency reporting procedure, emergency response procedure, and emergency follow-up procedure.
    Conclusion The proposed emergency response plan provides clarity regarding the emergency organization and outlines a detailed bottom-up emergency reporting procedure and emergency response procedure.From the perspective of the nationwide network, this study offers an approach to enhance the emergency management system for oil and gas storage and transportation facilities, thereby laying a strong foundation for future emergency digitalization efforts.
