Design and implementation of a vulnerability assessment system for oil and gas pipelines in Natech events

  • 摘要:
    目的 油气管道输送介质为易燃易爆的石油及天然气,一旦遭受自然灾害作用,易诱发火灾、爆炸等一系列技术灾害,即Natech(Natural Hazards Triggering Technological Accidents)事件,因此快速、准确地辨识Natech事件下油气管道薄弱管段对于管道防灾减灾及应急决策尤为关键。
    方法 脆弱性常用于衡量复杂系统的安全风险水平,利用脆弱性表征Natech事件油气管道安全水平差异性。基于油气管道分段与初始自然灾害特征参数,结合脆弱性评估研究中常用的函数模型法,构建了Natech事件油气管道脆弱性评估系统:从系统架构设计、数据库设计、功能模块设计等方面提出了Natech事件油气管道脆弱性评估系统的设计思路,并结合B/S架构、ArcGIS技术、可编辑Table技术、Local-storage技术、Lay-UI组件技术等实现了评估系统功能。
    结果 将新建评估系统应用于华南地区某输油管道工程,实践结果表明:Natech事件油气管道脆弱性评估系统不仅可快速求解脆弱性评估结果,简化脆弱性评估方法的应用流程,还可根据数据采集模块辅助用户确定脆弱性程度差异的根本原因,为降低管段脆弱性水平提供了明确的解决方案,并能够以可视化的形式直观展示脆弱性评估结果,有效提高了脆弱性分区图的制作效率。
    结论 研究成果可为油气管道Natech事故防控、关键脆弱目标辨识及信息化系统开发提供参考价值。

     

    Abstract:
    Objective The oil and gas conveyed in transmission pipelines are highly flammable and explosive. During natural disasters, these pipelines are susceptible to technological accidents such as fire, explosion, and environmental pollution, i.e. Natural Hazards Triggering Technological Accidents (Natech). Rapid and accurate identification of weak segments of oil and gas pipelines in Natech events is particularly critical for disaster prevention and mitigation and emergency decision-making of pipelines.
    Methods Vulnerability is often employed as a metric to assess the safety risk level of complex systems. It can also be used to characterize the disparity in the safety levels of oil and gas pipeline during Natech events. Based on the characteristic parameters of oil and gas pipeline segmentation and initial natural disasters, as well as the functional model method commonly used in vulnerability assessment research, a vulnerability assessment model for oil and gas pipeline in Natech events was created. The design concept of a vulnerability assessment system for oil and gas pipeline segments in Natech events was proposed from the aspects of system architecture design, database design, and function module design, and the functions of the assessment system were realized based on the B/S architecture, ArcGIS technology, Editable Table technology, Localstorage technology, and Lay-UI component technology.
    Results The new assessment system was used in an oil pipeline project in South China. The practical results show that the vulnerability assessment system of oil and gas pipeline in Natech events can not only quickly solve the vulnerability assessment results to simplify the application process of the vulnerability assessment method, but also help users identify the root causes of vulnerability differences according to the data acquisition module, providing a clear solution for reducing the vulnerability level of pipeline segments, visually displaying the vulnerability assessment results, and effectively improving the production efficiency of the vulnerability zoning map.
    Conclusion The research results provide a reference for the prevention and control of Natech events of oil and gas pipelines, the identification of key vulnerable targets, and the development of information systems.
