Strategic thinking on pipeline network development for flexible multi-media transport and intelligent efficient utilization under dual carbon vision

  • 摘要: “双碳”战略下,管道作为能源领域和现代运输体系重要基础设施,需加快适应“能源生产低碳转型、能源传输格局重塑、能源消费灵活多样”的发展新要求,统筹解决安全高效、绿色智能、价值提升的协同问题。通过分析国家和行业发展需求,回溯了油气储运多年来取得的丰硕技术成果,借力管网改革和储运技术积淀优势,分析了未来发展多介质灵活输运和智能化高效利用的战略需求和建设目标,提出了加快推进“油气+新能源”和“储运+数智化”融合创新步伐以及储运技术重心由“钢制管道+流体力学”向“智慧管网+系统工程”演进扩展的探索性思考。深入剖析了原油管道超弹性改性输送、天然气管道减阻增输、管网仿真优化与智能控制、管体微小缺陷检测评价、纯氢/掺氢管道输运、超临界/密相二氧化碳管输、管网智能化与能源互联等关键技术发展新需求,从构建国家能源管道数据平台、完善新能源管输体系顶层设计、发挥企业科技创新主体作用、面向基础-前沿-应用全链条深化创新、打造中国管道战略科技力量等多个方面进行了建设性思考,以期为新型能源体系下管网发展提供需求参考和技术支撑。(参27)

     

    Abstract: Under the dual carbon strategy, the pipeline, typically as a critical infrastructure for the energy industry and modern transportation system, must accelerate its adaption to the new development requirements of “low-carbon energy production, reshaped energy transmission pattern and flexible energy consumption”, so as to well balance its synergism among safety, efficiency, green intelligence and value enhancement. Herein, years of fruitful technical achievements in oil & gas storage and transportation were reviewed based on the identification of development needs of the country and industry. The advantages of pipeline network reform and storage & transportation technology accumulation also contributed to the analysis of strategic needs and construction goals of developing flexible multi-media transportation and intelligent efficient utilization. An exploratory thinking was triggered regarding the accelerating integration and innovation of “oil and gas + new energy” and “storage and transportation + digital intelligence”, as well as the focus evolved and extended from “steel pipeline + fluid mechanics” to “intelligent pipeline network + system engineering” in terms of storage & transportation technology. A deep analysis was made for the new development requirements for key technologies, such as superelastic modified transportation of crude oil pipeline, drag reduction and transportation increase of natural gas pipeline, pipeline transportation of pure hydrogen/hydrogen mixture, pipeline transportation of supercritical/dense-phase carbon dioxide, intellectualization of pipeline network and energy interconnection, et al. A comprehensive and constructive consideration was given to the intelligent construction of the national energy pipeline, with a view to providing demand reference and technical support for the development of pipeline network under the new energy system.
