Abstract:
Currently, the optimization of natural gas resource allocation is mainly based on the gas price of downstream users. However, the users paying high gas price may have the problems such as small scale of gas consumption, high volatility and low development potential. Therefore, the multidimensional comprehensive value of users was assessed based on multiple indicators, such as the gas price paid by user and the contribution to peak sheaving, with the data envelope analysis method. Meanwhile, the optimization model of resource allocation based on the multidimensional value of users was established with consideration to the constraint conditions in the links of gas supply, transportation and selling. Then, the resource allocation in the gas supply of a study area in Central and Eastern Region of China was optimized with this model. The results indicate that, when the gas supply is 465×10
8 m
3, the contribution of resource allocation optimization based on the multidimensional value of users to peak sheaving is enhanced by 3.9×10
8 m
3 in comparison to the allocation scheme based on the gas price paid by users. Compared with the original scheme, the contribution to peak sheaving is increased by 3.4×10
8 m
3 and the sales income is increased by 18.28×10
8 yuan. Generally, the resource allocation with consideration to user value is conductive to finding the customers with high value and optimizing the gas supply structure, further providing theoretical basis for the decision-making on resource allocation in gas supply and the enhancement of operation level.
