服务低碳发展的碳计量典型场景及路径

Carbon metering typical scenarios and paths to serve low-carbon development

  • 摘要: 中国在温室气体控排减排及核查治理、能源绿色转型、产业低碳升级、生态环境管控、技术与管理创新等过程中,还存在碳计量的实施手段受限、难于获得可靠与完整的碳数据以及碳数据指导减污降碳的运用不足等问题。为此,简述了碳达峰、碳中和的特征内涵,调研了国内外“双碳”的研究进展。在梳理了碳计量内涵与中国碳计量短板的基础上,分析了碳计量支撑碳控排减排的典型需求场景,提出了服务低碳发展的碳计量路径,为健全和完善碳计量工作体系提供了思路建议,以期更科学、高效地做好中国碳计量工作,助力“双碳”战略的实施。

     

    Abstract: There are still some problems in the process of control and reduction of greenhouse gas emissions, energy green transformation, industrial low-carbon upgrading, ecological environment management and control, technology and management innovation in China. These problemes include limited implementation means of carbon measurement, difficulty in obtaining accurate, reliable and complete carbon data, and insufficient application of carbon data to guide pollution reduction and carbon reduction. Therefore, the characteristic connotation of carbon peaking and carbon neutrality was briefly described, and the research progress of "dual carbon" at home and abroad was reviewed. Meanwhile, the connotation of carbon metering and its shortages in China were sorted out. On this basis, the typical demand scenarios of carbon metering to support the control and reduction of carbon emissions were discussed and analyzed. Besides, the carbon metering path was put forward to serve low-carbon development, and ideas were recommended to improve the carbon metering system, so as to scientifically and efficiently complete the work on domestic carbon metering, further to facilitate the implementation of "dual carbon" strategy.
