Exploration and practice of production operation and maintenance process development in oil & gas storage and transportation enterprises

  • 摘要: 国家石油天然气管网集团有限公司以“变革出发、流程驱动、组织适配、数据使能、IT赋能”为指导思想,借鉴华为公司数字化转型的成功实践,基于长输油气管道运维技术与管理经验,充分识别了当前生产运维领域面临的痛点与难点。聚焦业务本质与价值创造,探索以本质安全水平提升及管理效率提升为核心目标与价值体现的油气储运生产运维业务流程开发,初步明确了相对核心的124项业务流程,支撑了业务信息系统建设。对基于业务与技术仿真的业务流程、IT模型及数字化变革的实现与发展进行了展望,在业务管理标准化、业务应用场景、岗位职责匹配、流程试运行4方面提出了未来发展设想。

     

    Abstract: Following the guiding ideology of "starting from change, process driving, organization adaptation, data enablement and IT enablement", China Oil & Gas Pipeline Network Corporation fully identified the pain points and difficulties in the current production, operation and maintenance field based on the operation and maintenance technology, as well as the management experience, of long-distance oil and gas pipelines, with reference to the successful practice of Huawei in digital transformation. In this study, the business essence and value creation were focused on, and the development of production operation and maintenance processes for oil & gas storage and transportation was explored to realize the core objective and value of improving intrinsic safety level and management efficiency. Besides, 124 relative core business processes were identified preliminarily to support the construction of business information systems. Moreover, prospects were made for the implementation and development of business processes, IT models and digital transformation based on business and technical simulation. Additionally, the future development ideas were put forward in terms of business management standardization, business application scenarios, job responsibility matching and trial operation of processes.
