石油天然气管网资产完整性管理思考与对策

Consideration and countermeasures of asset integrity management of oil and gas pipeline networks

  • 摘要: 随着中国油气管网规模不断扩大,对其安全可靠运行的要求显著提高,与此同时,偶有发生的管道事故及其带来的严重后果,使得管道企业肩负前所未有的安全环保压力。通过系统分析国内外管道资产完整性管理现状,指出当前中国管道资产完整性管理面临的挑战。借鉴国外管道资产管理先进经验,结合中国管道完整性管理已有成果及技术基础,提出了构建油气管网资产完整性管理的举措,包括开展关键技术攻关,搭建科学、先进的管理体系,建立适应油气管网资产安全高效运行的数字化、智能化完整性管理模式等,指出了今后发展趋势与研究方向。

     

    Abstract: With the continuous expansion of China's oil and gas pipeline network, requirements for its safe and reliable operation are enhanced significantly. However, the occasional pipeline accidents and the serious consequences impose unprecedented pressure of safety and environmental protection to the pipeline enterprises. Herein, the status quo of asset integrity management of pipeline network at home and abroad was analyzed systematically, and the current challenges for pipeline network integrity management in China were pointed out. By referring to the advanced experience of asset management of foreign pipelines, and in combination with the existing achievements and the technical basis of domestic pipeline management, measures for the asset integrity management of oil and gas pipeline network were put forward, including performing the key technology research, building a scientific and advanced management system, and establishing a digital and intelligent integrity management mode suitable for the safe and efficient operation of oil and gas pipeline network assets, etc. Moreover, the future development trend and the direction of research were clarified.
