Factors influencing measurement of export crude oil by FPSO

  • 摘要: 海上原油贸易交接中,贸易交接数据的准确度关系着买卖双方的切身利益。当船舶计量与FPSO流量计计量数据对比短少率超过3‰时,收货人就可能提出索赔或拒收,产生争议。为此,分析研究了渤海海域近5年FPSO原油外输中的异常情况,并结合相关标准和工作经验,提出影响FPSO原油外输计量准确性的5个因素:人员因素、设备因素、油种因素、方法因素、环境因素。通过对5个因素的系统分析,便于查找影响外输计量的关键控制点,得出减少或消除这些异常情况的方法。研究结果表明:完善相关操作标准和规程,使各项计量操作更加规范合理,可以有效减小计量中产生的误差。

     

    Abstract: During the trade transaction of offshore crude oil, the accuracy of transaction data is closely related to the interests of both buyers and sellers. If the deviation between the measured data of ship and the FPSO flowmeter is more than 3‰, the consignee may raise a claim or reject to accept it, and thus, a dispute is produced. Hence, the anomalies during the outward transportation of crude oil by FPSO in Bohai Sea in recent 5 years were analyzed and studied, and five factors influencing the measuring accuracy of crude oil transported by FPSO were put forward with reference to the relevant standards and experience, including the human factor, equipment factor, oil variety, measuring method and environment. Through systematic analysis on these five factors, the key control points affecting the outward transportation measurement were found out easily, and the methods for reducing or eliminating these anomalies were studied. The results show that the measurement error could be effectively reduced by perfecting the relevant operation standards and procedures to ensure the operation more standard and reasonable.
