Review of China's oil and gas pipeline integrity management in the past 20 years and development suggestions

  • 摘要: 近年来,管道完整性管理逐渐成为全球管道行业预防事故发生、实现事前预控的重要手段。阐述了中国油气管道完整性管理20年发展历程,形成了“三个一”技术群,即一套技术体系、一套标准体系、一套系统支持平台,覆盖管道线路、管输场站、储气库及系统平台等多个领域:在管道线路完整性方面,形成本体安全保障、风险评估与控制、输送介质安全保障、抢维修及应急保障等技术群;在场站完整性管理方面,形成站场工艺设施检测与评估、压缩机组诊断评估、定量风险评估、安全等级评估、设施完整性评价等技术群;在储气库方面,形成地下储气库风险控制、储气库建库及运行安全技术群;在完整性系统平台方面,形成基于业务多源数据的管道应急决策GIS系统,智能管网已在中俄东线初步建成。由此分析了中国管道完整性管理当前存在的问题及未来的发展趋势,提出中国管道完整性管理的发展目标是基于全生命周期智慧管网的完整性风险管控,而中国管道完整性技术发展的新方向则涵盖智能化数据采集、风险精准识别、系统自适应反馈、高精度完整性检测评价等。

     

    Abstract: In recent years, pipeline integrity management has gradually been a crucial means to prevent accidents and pre-control in the global pipeline industry. The development process of China's oil and gas pipeline integrity management in the past 20 years was expounded in this paper. During this process, "three ones" technology clusters have been formed, i.e. one set of technology system, one set of standard system and one set of system support platform, involving many fields such as pipeline routes, pipeline transportation stations, gas storage and system platforms. In terms of pipeline route integrity, the technical cluster containing ontological security, risk assessment and control, transmission medium security, emergency repair and maintenance and emergency support has been formed. For station integrity management, the technical cluster including station process facility detection and evaluation, compressor unit diagnosis evaluation, quantitative risk evaluation, safety level evaluation, facility integrity evaluation, etc. has been developed. As for gas storage, the technical cluster covering risk control, construction and safe operation of gas storage has been formed. With regard to integrity system platform, the pipeline emergency decision-making GIS system based on business multi-source data has been formed, and the intelligent pipeline network has been initially built up in China–Russia Eastern Gas Pipeline. Based on the above, the current problems and future development trend of China's pipeline integrity management were analyzed and it was proposed that the development goal of China's pipeline integrity management should be based on the integrity risk control of the intelligent pipeline network in the full life cycle, while the new development direction of China's pipeline integrity technology should cover intelligent data acquisition, accurate risk identification, system adaptive feedback, high-precision integrity detection and evaluation, etc.
