成品油管道周边区域个人风险分析

Analysis on the individual risk in the periphery of products pipeline

  • 摘要: 为了对成品油管道周边区域个人风险水平进行量化计算,建立了成品油管道个人风险计算模型,并给出了计算流程。成品油管道个人风险计算模型设定了各类危害因素的管道基准失效频率,采用对基准失效频率修正的方法计算管道失效频率;根据管道泄漏孔尺寸,将管道泄漏类型分为微孔泄漏、中孔泄漏、管道破裂泄漏3类;对管道失效危害后果进行计算,主要包括泄漏速率、引燃概率、火灾热辐射、热辐射伤害。在管道失效频率和失效危害后果计算的基础上,计算得出管道周边区域个人风险,并明确其是否处于可接受水平。该模型计算个人风险需要依赖于管道失效数据库的事故统计,建议加强中国油气管道失效数据库建设。

     

    Abstract: In this paper, the model and procedure for calculating the individual risk of products pipeline were established in order to quantitatively calculate the individual risk in the periphery of products pipeline. In the model for calculating the individual risk of products pipeline, the basic pipeline failure frequency of each hazard factor is set and the pipeline failure frequency is calculated by modifying the basic failure frequency. Based on the size of pipeline leakage hole, pipeline leakage is classified into three types, i.e., micro-hole leakage, moderate-hole leakage and pipeline rupture leakage. Pipeline failure consequence calculation consists of 4 steps: release rate, ignition probality, thermal radiation and radiation injury. Based on the calculated pipeline failure frequency and failure hazard consequence, the individual risk in the periphery of the pipeline is calculated and whether it is acceptable is determined. The calculation of individual risk by this model relies on the accident statistics of the pipeline failure database, so it is suggested to strengthen the construction of China's oil and gas pipeline failure database.
