国内外油气管道运行管理现状与智能化趋势

Operation and management status and intelligentization trend of global oil and gas pipelines

  • 摘要: 根据国家发改委、能源局于2017年发布的《中长期油气管网规划》,油气管网将实现倍增式发展,对管道本质安全和运营效率同时提出了更高要求,推进管道智能化将有助于管道企业把握“保安全”和“求效益”的平衡点。为深化认识在工业4.0背景下管道企业由数字化向智能化升级所面临的挑战,从人均管理里程、管道失效频率、综合能耗率、设备国产化率4个方面对国内外油气管道运行管理现状进行了对比分析,梳理了国内外管道企业在智能化建设方面的先进做法,探讨了中国开展管道智能化建设面临的自动化、信息化、智能化3个方面的挑战,给出了智慧管网/智能管道建设的应对策略:同步推进管道自动化和信息化升级换代,积极开展管道智能化试点、示范工程建设,逐步缩小与国外先进油气管道运行管理的差距。

     

    Abstract: According to the "Medium- and long-term oil and gas pipeline network planning" issued by National Development and Reform Commission and National Energy Administration in 2017, the oil and gas pipeline network will be developed in multiplication, and higher requirements for the intrinsic safety and operational efficiency of pipelines are put forward. Promoting pipeline intelligentization is conducive for the pipeline enterprises to reach the equilibrium point between safety and benefit. In order to understand the challenges deeply faced by pipeline enterprises while upgrading from digitalization to intelligentization in the context of Industry 4.0, the operation and management status of oil and gas pipelines at home and abroad were comparatively analyzed from four aspects, including per person management mileage, pipeline failure frequency, comprehensive energy consumption rate and equipment localization rate. Then advanced practiecs in the intelligent pipeline construction of pipeline enterprises at home and abroad was introduced, and the challenges during the intelligent pipeline construction in China were discussed from the aspects of automation, informationization and intelligence. Finally, strategies to cope with smart pipeline network/intelligent pipeline construction were proposed as follows. Promote the upgrading and replacement of pipeline automation and informationization simultaneously and carry out the pilot and demonstration engineering construction of intelligent pipeline actively to narrow the gap with foreign advanced oil and gas pipeline operation and management gradually.
