国内外输气站设计标准差异

The difference between domestic and foreign gas transmission station design criteria

  • 摘要: 通过借鉴国外油气管道标准已有的先进经验,促进中国长输管道实现跨越式发展,中国开展了美国、俄罗斯管道技术标准的系统研究,但对于欧盟管道技术标准研究较少。以欧盟标准EN 12583-2014《燃气供应系统-压缩机站-功能要求》为例,针对输气站设计领域的关键技术问题,对比分析了欧盟标准与中国标准的重要差异。欧盟标准先进性表现为基于冗余设计的可靠性设计原则,考虑输送工艺和人员安全操作的整体布局原则,管道发生紧急情况或管道维修时启动站场ESD系统,重视压缩机密封系统和旋转部件试验,实施站场设施可视化管理,以及限制区域授权进出条件等。研究借鉴该标准的先进经验,对于提高中国输气站设计水平具有指导意义。

     

    Abstract: China's long distance pipeline industry has been developed greatly by learning from the existing advanced experience of foreign oil and gas pipeline criteria. In China, the American and Russian pipeline technical criteria have already been studied, but those of European Union (EU) are less researched. In this paper, EN 12583-2014 Gas Supply Systems-Compressor Stations-Functional Requirement was taken as the example to analyze the important differences between EU criteria and China's criteria from the aspect of key technologies of gas transmission station design. The advancement of EN 12583-2014 is represented in reliability design principle based on redundancy, integral layout principle considering transportation process and personnel operation safety, startup of ESD system at the station in the case of pipeline emergency and repair, testing of compressor seal systems and rotation components being paid much attention, visual management of station facilities, and authorized access conditions of restricted areas. The advanced experience of EN 12583-2014 can be used as the guidance for improving the design level of gas transmission stations in China.
