火炬自动控制系统隐患及改造

Hazards and retrofit of flare automatic control system

  • 摘要: 为确保液化天然气接收站放空火炬安全平稳运行,对火炬自动控制系统进行安全隐患分析。针对火炬长明灯熄灭报警延时、火炬点火电极绝缘性检测等问题提出切实可行的改造措施,避免火炬故障期间可燃气体放空引起安全事故。通过增加燃料气低流量报警和凝液罐高液位联锁,对火炬单元异常工况进行提前判断和预测。针对青岛LNG火炬检修期间单火炬运行风险,通过改变控制逻辑和工艺改造实现冷、热火炬互为备用,从而确保火炬单元更加稳定可靠工作,避免异常工况的发生。

     

    Abstract: In this paper, the safety hazards of flare automatic control system were analyzed to ensure the safe and smooth operation of vent flares at liquefied natural gas (LNG) receiving stations. Then, the practical implementation scheme was put forward to deal with the quenching alarm delay of flare ever-burning lamp, the detection of flare igniter insulation, so as to prevent the vent of combustible gas from leading to safety accidents during the flare failure. It was recommended to install the low flow rate alarm of fuel gas and the high level interlock of condensate tank so as to diagnose and predict the abnormal operating conditions of flare unit in advance. As for the operation hazard of single flare during the maintenance of LNG flare unit in Qingdao, the cold and hot flares with mutual stand-by were realized by changing the control logic and process retrofit. By virtue of above mentioned analysis and retrofit on the safety hazards of flare control system, the flare unit can be kept more stable and reliable and the abnormal conditions can be avoided.
