中俄原油管道二线工程项目施工管理模式

The construction management mode of Second China-Russian Crude Oil Pipeline project

  • 摘要: 中俄原油管道二线工程地形复杂、冬季气温低、林区施工长、社会依托差并且与已建中俄原油管道漠大线并行敷设,这些情况对其施工建设造成很大困难,并对施工管理提出了极高要求。基于此,采用发包人+监理+EPC(Engineering Procurement Construction)管理模式,在进度、质量、HSE等方面进行科学管理,开创了高寒地区冬季施工期间180天完成约750 km管道焊接的速度,并实现了无任何质量、安全事故的建设目标,为高寒地区管道建设积累了施工管理经验。

     

    Abstract: The construction of Second China-Russia Crude Oil Pipeline is faced with great difficulties because of complex terrain, low temperature in winters, long construction period in forests, poor social support and parallel laying to the existing Mohe-Daqing line of China-Russian Crude Oil Pipeline, so the requirements on the construction management are quite strict. In this paper, the management mode of client + supervision + Engineering Procurement Construction (EPC) was adopted to provide scientific management from the aspects of schedule control, quality control and HSE control. And consequently, a new record of welding speed is set up, i.e., 750 km pipelines are welded within 180 days in the alpine area in winter. And besides, the construction target of no quality and safety accident since the beginning of the construction is realized. It accumulates the construction management experience for the pipeline construction in alpine areas.
