基于风险评价的管道安全距离确定方法

Pipeline safety distance determination method based on risk assessment

  • 摘要: 合理确定管道安全距离,不仅可以减少事故造成的损失,还可以为管道的合理设计提供依据。在分析管道定量风险评价结果的基础上,根据《危险化学品生产、储存装置个人可接受风险和社会可接受风险标准》所规定的风险可接受标准,将管道周边划分为不同的风险区域,提出了基于风险评价的管道安全距离确定方法。实例应用表明:基于风险评价的管道安全距离确定方法,可以体现管道本身特性和外部环境的差异性,如不同的管道壁厚、埋深、运行压力及第三方等,因此针对性较强,较基于法规和标准确定管道安全距离的方法更加科学合理,可以为在役及新建管道安全距离的确定提供参考。

     

    Abstract: Rational determination of pipeline safety distance can not only reduce the loss caused by accidents, but also provide the basis for rational pipeline design. In this paper, quantitative pipeline risk assessment results were analyzed. Then, the areas around the pipeline were divided into different risk zones according to the acceptable risk standard which is stipulated in Individual and Social Acceptable Risk Standards for Dangerous Chemicals Production and Storage Devices. And the pipeline safety distance determination method based on risk assessment was proposed. The case study shows that this method can reflect the characteristics of pipeline itself and the differences of external environment (e.g. pipe wall thickness, burial depth, operating pressure and third party), so it is more targeted and more rational than the pipeline safety distance determination methods based on laws, regulations and standards. It can be used as the reference for the determination of safety distance of in-service and newly built pipelines.
