Abstract:
In this paper, the lock management method for oil and gas facilities was studied to prevent and reduce the accidents during the maintenance & repair or construction of oil & gas pipeline facilities, such as casualty. Firstly, hazard source and energy release pathway during maintenance & repair or hot works of oil & gas pipeline facilities were analyzed. Secondly, based on the theory of risk management, drawing on the experience of lock management in large petroleum and petrochemical enterprises abroad, this paper puts forward a lock management method suitable for the characteristics of Chinese oil and gas pipelines, and forms a simple and practical lock management procedure. Thirdly, combined with the actual application, 4 key contents were put forward, i.e., implementing risk classification control, preparing a special safety check list, carrying out related skill training and implementing PDCA (Plan Do Check Act) cycle management. The practice results show that the lock management method following the PDCA cycle management mode, implements classification management, standardizes staff duties, implements and strengthens the monitoring process, continuously improves the lock management procedure, it is helpful for the HSE risk management level. The research results provide a useful reference for the effective implementation of lock management in oil and gas pipeline enterprises, and point out the next development direction of lock management.
