Abstract: In order to speed up the construction of strategic natural gas reserves in China, it is necessary to pioneer the deployment of regional strategic reserves centers. In this paper, strategic reserves demand, reserves resources and regional predominance of Sichuan-Chongqing area were analyzed, and accordingly the construction idea of strategic natural gas reserves center in Southwest China was put forward. Then, the framework of reserves center was designed in the perspective of whole natural gas industry chain. And finally, it was proposed to impel the construction by virtue of storage facility layout, motive mechanism and technological policy insurance. It is shown that Sichuan-Chongqing area is the top one candidate for the construction of regional natural gas strategic reserves center. The framework of regional strategic reserves center based on whole industry chain vision has the function of top-level design, and it is the framework guiding the construction and operation of reserves centers. To accelerate the construction of strategic natural gas reserves center in Southwest China, it is necessary to promote actively the overall planning and layout, marketization mechanism promotion, pipeline network system improvement and policy support of natural gas reserves in Sichuan-Chongqing area.
