油气管网系统安全指标体系的构建

Establishment of safety indicator system for oil & gas pipeline network system

  • 摘要: 在充分借鉴水运、铁路、电力等行业安全监管指标及相关研究成果的基础上,提出了油气管网系统安全指标体系框架。从油气管道运行面临的社会、环境、供应压力及管道自身的缺陷状况,提出了油气管网系统压力类指标;从管道的日常运维和发生事故时的应急响应2个方面,提出了油气管网系统响应类指标;从管网发生事故可能导致的人员伤亡、环境污染及供应损失3个方面,提出了油气管网安全状态类指标。管道运营方能够通过压力类指标和响应类指标,对管网的安全进行定性判断,找出油气管网安全运行中的薄弱点;状态类指标是管道安全性的直接度量指标,可将其作为管道安全的控制指标。油气管网的压力-响应-状态指标体系,对政府监管和管道企业安全管理具有一定的参考意义。

     

    Abstract: In this paper, the framework of safety indicator system for oil & gas pipeline network was proposed referring to the safety monitoring indicators in the sectors of water transport, railway and electric power supply and the related research achievements. First, pressure indicators of oil & gas pipeline network system are established to describe the social, environmental and supply pressures which an oil & gas pipeline is faced with and the defects in the pipeline itself. Second, response indicators are put forward from two aspects, i.e., the daily operation & maintenance of pipelines and the emergency response in the case of accidents. And third, state indicators are proposed from three aspects which may be resulted from accidents of pipeline network, including casualty, environmental pollution and supply loss. Based on pressure and response indicators, pipeline operators can judge qualitatively the safety of pipeline networks and identify the weak points in the safe operation of oil & gas pipeline network. State indicators are the direct evaluation indicators of pipeline safety, and they can be used as the control indictors of pipeline safety. This pressure-response-state indicator system of oil & gas pipeline network can be used as the reference for the supervision of governments and the safety management of pipeline enterprises.
