Abstract:
In this paper, the framework of safety indicator system for oil & gas pipeline network was proposed referring to the safety monitoring indicators in the sectors of water transport, railway and electric power supply and the related research achievements. First, pressure indicators of oil & gas pipeline network system are established to describe the social, environmental and supply pressures which an oil & gas pipeline is faced with and the defects in the pipeline itself. Second, response indicators are put forward from two aspects, i.e., the daily operation & maintenance of pipelines and the emergency response in the case of accidents. And third, state indicators are proposed from three aspects which may be resulted from accidents of pipeline network, including casualty, environmental pollution and supply loss. Based on pressure and response indicators, pipeline operators can judge qualitatively the safety of pipeline networks and identify the weak points in the safe operation of oil & gas pipeline network. State indicators are the direct evaluation indicators of pipeline safety, and they can be used as the control indictors of pipeline safety. This pressure-response-state indicator system of oil & gas pipeline network can be used as the reference for the supervision of governments and the safety management of pipeline enterprises.
