基于DEA的输油管道高后果区管理效能评价

  • 摘要: 高后果区识别是管道完整性管理的关键环节,高后果区效能评价是不断改进高后果区管理效益的重要手段,目前国内外尚无成熟、统一的效能评价技术和方法。依据国内管道高后果区管理实施过程,提出了效能评价流程,并遵循独立性、简洁性、系统性的原则,构建了投入-产出模式的高后果区效能评价指标体系,采用基于DEA(Data Envelopment Analysis,数据包络分析法)原理进行高后果区管理效能评估。将该方法应用于6条管道,对其高后果区管理效果进行衡量,从而找出管理的不足之处,较好地验证了该方法的适用性及可靠性。建议采用该方法进行高后果区管理效能评估时,请经验丰富的管理人员、技术专家及工程人员参与评价,以获得更加科学、准确的评价结果。

     

    Abstract: The identification of high consequence area (HCA) is a key part of pipeline integrity management and its effectiveness evaluation is an important way to improve the HCA management benefit continuously. At present, there are no mature unified technologies and methods for effectiveness evaluation at home and abroad. In this paper, a flow chart of effectiveness evaluation was proposed based on the implementation process of HCA management in China. Then, an HCA effectiveness evaluation index system was established in the input-output model according to the principles of independence, concision and systematicness. The HCA management effectiveness was evaluated based on data envelopment analysis (DEA). This method was applied to six pipelines to evaluate their HCA management effectiveness and identify the insufficient points. It is verified that this method is of good applicability and reliability. In order to obtain a more scientific and accurate evaluation result, it is recommended to ask experienced managerial personnel, technical experts and engineers to participate in the evaluation when this method is used for the effectiveness evaluation of HCA management.
