基于环境风险的输油管道地震安全性评价体系
Earthquake safety assessment system for oil pipelines based on environmental risks

摘要: 针对输油管道地震安全性评价对管道失效后果考虑不足的问题, 在管道设计阶段引入空间信息技术, 建立基于环境风险定量分析的地震安全性评价体系: 利用GIS缓冲区分析、叠置分析等功能, 结合风险评价模型, 定量分析地震导致输油管道失效所引发的管道周边环境风险, 并以环境风险大小衡量对应管道的地震安全性。以某输油管道地震安全性评价为例, 阐述了该体系的实施方法、步骤, 并验证了其可行性。结果表明: 管道地震风险受管道周边环境影响较大, 在地震安全性评价中, 有必要对失效后果加以考虑, 对输油管道确定抗震设防等级及开展抗震设计具有参考意义。Abstract: Consequences of pipeline failure are not adequately considered in earthquake safety assessments for oil pipelines. Accordingly, spatial information technology is integrated in pipeline design stage to construct an earthquake safety assessment system based on quantitative analysis of environmental risks. Specifically, GIS buffer zone analysis, overlay analysis and other functions, together with risk evaluation model, are combined to analyze quantitatively environmental risks around pipelines induced by failure of oil pipelines in earthquake. In addition, magnitudes of such environmental risks are used to measure earthquake safety of pipelines. Taking the safety assessment of an oil pipeline as an example, this paper describes the implementation and procedures of the system, and verifies its feasibility. Research results show that environmental conditions of surrounding areas are of great importance for earthquake safety of pipelines. It is necessary to consider consequences of pipeline failure in earthquake safety assessment. The conclusions reached in such risk assessments may provide valuable references to determine earthquake protection degrees and design of oil pipelines.
