Abstract:
At the Alataw Pass in Xinjiang, China, petroleum and related products are imported from the Republic of Kazakhstan through railway. However, the railway gauges in these two countries are different. In order to control the reloading loss in the trade settlement process, comparison was made on standard methods and actual inspection results bas per China and Commonwealth of Independent States (CIS) petroleum static measurement standards in the aspects of on-site inspection, quality detection and quantitative calculation. The results show that there are some differences in the theoretical and actual operation methods in the petroleum static measurement standards between China and CIS. Specifically, the difference in the aspect of on-site inspection can be controlled within 1‰ through batch inspection. For quality detection, differences in moisture detection results should be considered. In the aspect of quantity calculation, different rules are obtained under different measuring temperatures and different standards. During the negotiation on clauses concerning the delivery of quality and quantity under trading contract, the above differences should be considered to avoid trade losses and get the clauses benefiting our country and the enterprises in China.
