Abstract:
This paper presents the post identification of the central control for remote operation and control of oil and gas pipeline for the first time, through analyzing main hazards and their causes, and finally proposes the risk control measures. Firstly, advantages of remote control are introduced in line with the features of the central control post. Then, main hazards in central control are analyzed from many aspects, including working plan, dispatching command, and duty shifting; combining the power grid dispatching and pipeline risk management, key causes for such hazards are defined. Through the analysis, relevant risk control measures are given, and the importance of safety awareness, risk identification and duty shifting are emphasized. After the qualitative analysis of risk prevention measures, an effective risk prevention & control system is provided for central control of oil and gas pipeline, contributing to the risk warning and accident treatment in the future central control of pipeline.
