管道地区等级升级与公共安全风险管控

Upgrading of pipeline regions and control of public security risks

  • 摘要: 中国油气管道长度已近11×104 km,并已基本形成主干网络。随着经济的发展,经济开发地带区域人口逐渐稠密,使得原来管道通过的一类、二类地区变为三类、四类地区,普遍存在初期设计与当前状况不符的情况,如果全部采取降压、换管或改线措施,耗资巨大,并会带来新的风险,问题难以解决。从管道风险出发,对管道地区等级升级问题进行系统研究,借鉴国外管道公司升级管理的法律法规规定,给出我国管道升级的必要条件,提出管道地区等级允许升级后需要采取的措施,并通过案例分析进一步对升级地区进行说明。解决管道地区等级升级问题,对于管道公共安全管理意义重大,经济效益显著。

     

    Abstract: In China now, total pipelines have reached nearly 11×104 km, contributing to a backbone network. With the economic development, the regions where pipelines go through become more dense-populated and change to Class III and Class IV from original Class I and Class II. In this circumstance, the initial design is no longer applicable. If all pipelines are treated by depressurization, replacement or relocating, the costs must be high and new risks must occur. Considering the pipeline risks, this paper systematically discusses the upgrading of pipeline regions, and provides the requirements for such upgrading in China by referring to the laws and regulations on upgrading management in other countries. Moreover, this paper puts forward the measures to be taken after the upgrading of pipeline region is approved and gives further explanation through case analysis. Proper addressing of pipeline region upgrading is significant for the public security management and economic benefit of pipelines.
