Abstract:
In China, success degree evaluation has not yet become the primary post-evaluation method. Under this background, the paper discusses the application of the success degree evaluation method in post-evaluation of terminal capacity expansion under a pipeline project. The characteristics and application scope of the method and the definition of "success magnitude" are described, and a post-evaluation system is established with four layers, i.e., target layer, evaluation layer, analysis layer and operating layer. By questionnaire survey, a post-evaluation of project is carried out from five aspects, including project objectives, construction and operation process, economic efficiency, influence and sustainability. Relevant data of importance and evaluation levels are obtained and weight and weighting level of each indicator are calculated. Then, results of comprehensive success degree evaluation of the project are deserved. With these results, implementation of terminal capacity expansion is analyzed, and experiences of project management are summarized. Recommendations are also given on several issues to be concerned in practical applications. It is concluded that the success degree evaluation method has exhibited accuracy and effectiveness in post-evaluation, and can be popularized in pipeline projects.
