对我国成品油管道建设的几点思考

Several considerations on products pipeline construction in China

  • 摘要: 我国成品油管道发展迅速并已初具规模,但仍存在管理体制不适应、建设和运营经验不足等问题。对我国成品油管道的主要特点进行了归纳总结:压力等级高、设备先进、自动化水平高、输送油品种类少、管理相对粗放、运行管理高度集中。指出了存在的几个问题:不能准确检测批次界面,检测仪表缺乏校准,混油处理能力不足,规模不合适,工艺流程复杂,界面跟踪误差大,水击保护不恰当。针对管道建设和管理,提出了相应建议:推行“分储分输”模式,配备掺混设施,控制新建管道规模,开发通用界面跟踪技术,开展成品油管道精确化管理技术研究。

     

    Abstract: Although China's products pipelines have undergone rapid development and taken shape, there still exist some problems in them, such as unsuitable management system, deficiency in construction and operation experience. The main characteristics of products pipelines in China are summarized as follows, that is, high pressure level, advanced equipments, high-level automation, lack of transported oil types, relatively rough management, and highly centralized operation and management. Several problems in the products pipeline management are pointed out in this paper, such as the inaccuracy in batch interface detection, lack of calibration for test instrument, lack of processing capacity of oil mixture, unsuitable size, complicated technological process, big interface tracking error, and inappropriate water hammer protection. Targeting at the pipeline construction and management, corresponding suggestions are proposed, including popularizing "separate storing and transporting" method, equipping mixing facilities, controlling the scale of new pipelines, developing tracking technology with general interface and accurate management technology research for products pipeline.
