Abstract:
Oil and gas pipelines, long in length, running across multiple areas and complex terrains, pose great challenges to approval, directly limiting project schedule. Reviewing the process of approval work of oil and gas pipeline, three main factors restricting the approval are analyzed, including the different investment and management regulations of pipeline in different areas, the adjustment of route and the location of pump stations and valve chambers in the prophase of the project and the adjustment of land planning. Based on that, five measures are proposed, that is, strengthen learning, get familiar with the related policies, regulations and formalities, focus the methods of work, actively explore the ways and experiences of communicating with government, strengthen information sharing and archives management. At last, suggestion are given from three aspects, including improvement of management in the prophase of pipeline construction project, connection of feasibility study stage and project approval stage, and communication with government, which can provide a references to the completion of the approval work for oil and gas pipeline quickly and effectively.
