Abstract: The importance of oil pipeline flow safety management is analyzed. It is pointed out that crude oil pipeline flow safety management is also an important part of the pipeline integrity management. On the basis of preliminary study results of the crude oil pipeline flow assurance, the reliability based flow safety evaluation as the core, for the purpose of ensuring pipelines economic energy transport under safe operation, the business processes and system structure of crude oil pipeline flow safety management system are established. The purposes, execution programs and standards for various business processes are introduced and the flow guarantee measures under various operating conditions for pipeline are put forward, providing important technical means to the controlled management of pipeline flow safety.
