油气储运标准研究进展及发展趋势

Research and progress in the industry standards of oil and gas storage and transportation

  • 摘要: 油气储运标准研究近年发展迅速,形成了标准体系建设、标准差异分析、标准规划、标准研制、标准对标和标准信息化6个研究方向。系统总结了我国油气储运标准研究的进展,分析了发展趋势。研究指出:国内外新型涂层、安全、环保、海底管道类油气储运标准制修订活跃,企业归一化的企业标准手册是企业标准体系建设的新趋势,标准内容揭示系统是标准信息化发展的新方向,管道设计、施工标准的协调一致和安全运行是标准差异分析的热点。建议制定油气储运标准规划以提升标准制修订的前瞻性和计划性,开展国内外设计标准及中俄高寒冻土区管道管理对标工作,同时研制油气储运术语标准。

     

    Abstract: The research in the industry standards of oil and gas storage and transportation has been advancing rapidly. Overthe past years, 6 segments have been defined, that is, standards system structuring, standards variance analysis, standardsplanning, standards R & D, standards benchmarking and standards informatization. This paper summarizes systematically theresearch in industry standards of oil and gas storage and transportation and their progress in China. The conclusions suggestthat the oil and gas storage and transportation standards relating to new-type coatings, safety, environmental protection andsubmarine pipelines are actively formulated and revised both inside the outside China, a normalized corporate manual ofstandards promises to be the new trend of corporate standards system structuring, the content revelation system of standardsis a new aspect of standards informatization and the coordination, consistency and safe operation of pipeline design andconstruction standards have become a hotspot of standards variance analysis. It is therefore proposed to make a planningagainst oil and gas storage and transportation standards so as to formulate and revise standards proactively as scheduled, tocarry out benchmarking on Chinese and foreign design standards and pipeline management in permafrost zones in China andRussia, and to research and develop oil and gas storage and transportation terminology standards.
