成品油管网调运决策平台的结构设计

  • 摘要: 为了满足复杂成品油管网调运决策和安全运行的需求,通过引入供应链管理理念,提出油品调运决策平台的结构设计。在提高管网内信息可视性的基础上,通过针对管网供应链模型的仿真、管网和中转库区调运计划的统筹制定,解决油品调运各链接问题,实现调运风险控制,确保调运顺畅和库存优化。阐明了成品油管网调运决策平台结构及平台中信息系统、决策仿真系统、计划编制系统、状态显示系统的功能和关联,为了解决油品调运各链接问题,实现调运风险控制,确保调运顺畅和库存优化。

     

    Abstract: In order to meet the needs of complex products pipeline network for transportation decision-making and safe operation, a supply chain management concept is introduced to propose structural design of oil transportation decision-making platform. On the basis of improving information visibility in the pipeline network, through simulating pipeline network supply chain model and developing overall transportation plan of pipeline network and offtake tankfarm, all link-up problems for oil transportation are solved and control of transportation risks is achieved to ensure smooth transportation and optimized inventory. Structure of products pipeline network transportation decision-making platform, functions of information systems, decision-making simulation systems, planning systems and status display systems on the platform and their relevance are elaborated to resolve all link-up problems for oil transportation and control transportation risks in order to ensure smooth transportation and optimized inventory.
