油气储运工程项目后评价指标体系及方法

  • 摘要: 评价指标体系及方法的确定是油气储运工程项目后评价的基础。根据油气储运工程项目的实施过程和特点,结合项目后评价指标体系的确定原则,构建了用于油气储运工程项目整体综合评价的各阶段后评价指标体系,采用层次分析法和成功度法相结合,建立了科学、实用的评价过程及方法。以影响与持续性评价指标体系评价为例,对层次分析法和成功度法相结合的评价方法、过程及结果进行了说明。该方法可为科学、准确地评价油气储运工程项目提供有效途径。建议在评价过程中,充分利用在相应领域有管理和技术经验的管理人员、技术专家和工程技术人员参与评价,以获得更为科学、准确的评价结果。

     

    Abstract: It is the basis for post-evaluation of oil & gas storage and transportation projects to determine the evaluation index system and method.In accordance with implementation process and characteristics of oil & gas storage and transportation projects as well as determination principle of post-evaluation index system, the post-evaluation index system used for overall comprehensive evaluation of oil & gas storageand transportation projects in stages is built and scientific and practical evaluation process and method are established by the combination of analytic hierarchy process and success-degree method. Influence and ongoing evaluation index system evaluations are taken as an example to describe elevation method combined with analytic hierarchy process and success-degree method, process and results. The method canprovide an effective way to the scientific and accurate evaluation in oil & gas storage and transportation projects. It is recommended to make managers, technical experts and engineers with management and technology experiences in relevant areas fully participate in the evaluation to obtain more scientific and accurate evaluation results.
