油气管道维抢修队伍应急抢修区域化管理

Regional management of emergency repair crew for emergency repair of oil and gas pipelines

  • 摘要: 随着油气管道的大量建设,维抢修队伍从开始负责一条管道到负责一定区域内的多条管道的维抢修工作,由于管道管径、压力、介质不同,传统的管理方法已不适用,迫切需要发展全新的应急管理方法。区域化应急抢修管理采取“六化”的管理方法,对抢险人员、物资、机具、技术等资源进行有效整合,结合实际工作和精细化管理,提出抢修机具集装化、抢修管理军事化、抢修过程程序化、抢修技术系统化、设备管理精细化和抢修人员兼职化的区域化抢修管理模式,解决了区域维抢修队伍的应急管理难题。该管理模式有效利用了现有资源,提高了工作效率,规范了作业流程,符合管道发展的现代化管理趋势。

     

    Abstract: With the ongoing construction of pipelines in China, emergency repair crew becomes responsible for repair from individual pipeline tomultiple pipelines in a certain area. Due to differences in the diameter, pressure and media of pipelines, the traditional management method cannot be applied and there is an urgent need to develop a new emergency management method. Regional emergency repair and management takes 6-principle management method to effectively integrate the repair personnel, materials, equipments, technology and other resources. And regional repair management mode is proposed, that is, repair equipment containerization, repair management militarization, repair process procedure, repair technology systematization, equipment management fining and part-time repair personnel based on practical work and fine management to solve emergency management problems in regional repair and repair crew. The management mode can effectively use existing resources, improve operating efficiency, standardize operation process and meet the modern management trend of pipelines'development.
